I think you are being unfairly harsh with your judgement of
Mandrake.  I've installed 8.1 a couple of times, and not had
problems with failed packages except once when I had a scratched
CD 2.  I burned a new CD and all was well.  Sounds like your
second CD is defective.

The reason it asks for whether you have all three disks is so
it can present you with the options for the packages on the
3rd disk.  If you didn't select any of those packages (and
that isn't completely unlikely if you selected something not
far from the defaults), then it never prompting you to insert
the disk is correct behavior.
