Thank you for your response on aafugit in Decemeber, it was much
appreciated. 
It's a bit of a long story, but when I asked the similar question on
aafugit it was a slightly different scenario. That was a different
machine running RedHat 7.3 on which Apache and PHP were compiled from
source. In that case I was not able to make PHP work with Oracle either.
I had no file called /etc/rc.d/init.d/httpd so I added the lines for
ORACLE_HOME and ORACLE_SID to /usr/local/apache/bin/apachectl, exported,
and restarted Apache.
I'm not sure if that was the right thing to do or not.

Anyway, on this machine PHP and Apache are installed from RPM, and the
Oracle 9 client and libs are installed from Oracle's installer.
It's possible to connect to the Oracle database from the command line,
but when trying it from PHP the connection fails.

I have added the lines
	ORACLE_HOME=/opt/oracle/OraHome1
	ORACLE_SID=chprod
to /etc/rc.d/init.d/httpd, exported, and restarted Apache and I still
have no luck.
I should also add that there is nothing for 'Oracle' in info.php

Is it possible to change PHP's configuration to do the same as
"./configure --with-oracle=/opt/oracle/OraHome1" when I'm working with a
RPM package?
