An IPAQ 3800/3900 series running Linux familiar/opie would provide an LCD/ Touchscreen a bit smaller than you asked for but they generally go for around $120 on ebay and for a car mount mp3 player it would have all the basic functionality you would need, although you would probably want an SD card to store the MP3s on. If you add a compact flash or pcmcia sleeve and a network or wireless card you can use a more powerful computer for the computation and use the IPAQ with VNC as a display device (I did that on a trip last year where I put my laptop with a wireless card under the passenger seat and used VNC to the IPAQ which i velcroed to the dash as the display/input device (the laptop display was to large to fit anywhere I could see it while driving).
